1. Introduction
It is vital that the V1 GSS evolve to reflect the input and feedback of the XDI Community. This final section explains the process XDI.ORG will follow to produce future versions.2. Revision Types
2.1. Minor Versions
The following changes to the GSS SHALL result in a minor version change:-
Revisions to an existing GSS policy, or addition of a new GSS policy, governing one or more existing Global Services (see GssServices).

Revision of any other section of the GSS governing one or more existing Global Services that does not in the opinion of the XDI.ORG trustees warrant a major version revision.
2.2. Major Versions
The following changes to the GSS SHALL result in a major version change:-
Introduction of a new Global Service.

Termination of an existing Global Service.

A major change in one or more GSS policies that significantly impacts one or more existing Global Services.

A major change in one or more external Technical Specifications, or internal Operational Specifications, that has a signficant impact on GRSPs, Registrars, or other implementers.

Any other change that in the opinion of the XDI.ORG trustees is significant enough to warrant a major version revision.
3. Amendment Process
3.1. Minor Versions
The amendment process for a minor version change is:-
The proposed GSS revisions SHALL be submitted electronically in the same form XDI.ORG currently uses to publish the GSS (e.g., wikiweb pages) by a GRSP, a Registrar, or by any other interested party. Notification SHALL be provided electronically to the President and Managing Director of XDI.ORG via the contact means published on the XDI.ORG website.

From the date of submission, the President and Managing Director of XDI.ORG and/or the XDI.ORG trustees MUST decide within 15 days whether to publish them for public review.

If published for public review, notice MUST be published via the XDI.ORG general announcement mailing list, the GSS Comment mailing list, the XDI.ORG website, XDI link contract subscriptions, and any other reasonable means of notifying members of the XDI Community.

The minimum public review period is 15 days.

After the public review period, the XDI.ORG trustees SHALL take action to approve, disapprove, or propose further revisions. This action SHALL be published via the same means as the original notice.

If the XDI.ORG trustee action is to propose further revisions, such revisions MUST be republished within 15 days for a second public review period, and the cycle above SHALL repeat.
3.2. Major Versions
For a major version change involving introduction of a new Global Service, the process is specified under the Global Service Proposal Policy in GssPolicies/GspPolicies.For all other major version changes, the process SHALL identical to that for minor revisions except each period specified as 15 days SHALL be increased to 30 days.
