Dispute Resolution Policies
1. Introduction
An efficient, equitable, uniform means of resolving registration disputes is vital to the health and stability of the GRS. Building on the experience of ICANN and the Uniform Dispute Resolution Policy for the DNS, the following policies specify the dispute resolution procedures for the GRS.2. Dispute Resolution Policy & Procedure
The following MS Word document specifies the V2 GRS Dispute Resolution Policy and Dispute Resolution Procedure. (MS Word format was chosen to simplify revision marks by editors; the content will be converted to wiki and HTML formats once the V1 GSS is finalized.)3. Dispute Notification Policy
All XDI.ORG Agents MUST offer a Dispute Notification Service for notification of Registrants about a dispute regarding their GRS registration. This service MUST meet the following requirements:Every XDI.ORG Agent MUST make Dispute Notification Service available at the standard XDI address "{XDI.ORG-Agent-XRI}/(+dispute.notification)". Examples:
xri://@GSP-A/(+dispute.notification)
xri://@GSP-B/(+dispute.notification)
xri://@Example.Registrar.A/(+dispute.notification)
xri://@Example.Registrar.B/(+dispute.notification)
xri://!!1000/(+dispute.notification)
xri://!!FFFF/(+dispute.notification)
In addition all XDI.ORG Agents SHOULD make a link to their Dispute Notification Service conspicuously available on their website or other public interfaces.
The Dispute Notification Service MUST accept as input the Global I-Name or Global I-Number that is the subject of the dispute ("Disputed XRI"). If the XDI.ORG Agent hosting the Dispute Notification Service is not the Registrar for the Disputed XRI, the Dispute Notification Service MUST produce a redirect to the Dispute Notification Service operated by the Registrar for the Disputed XRI.
The Dispute Notification Service hosted by the Registrar for the Disputed XRI MUST accept the following inputs:
-
The Disputed XRI.
-
Contact information for the party initiating the notification, including the option to provide the party's Global I-Name and/or Global I-Number.
-
The body of the dispute notification message to be delivered to the Registrant.
To prevent spam or other unsolicited communications, the Registrar for the Disputed XRI MAY require verification of the dispute notification request, such as verification of the email address or I-Name of the party submitting the request.
Once such verification is received, the Registrar for the Disputed XRI MUST attempt notify the Registrant using the notification means selected by the Registrant under the Notification Policy (GssPolicies/RegistrarPolicies).
