1. Introduction

2.1. GSP Qualification Policy
A GSP MUST be a legal entity (for-profit, not-for-profit, or non-profit) that has the authority to negotiate a contract with XDI.ORG to offer a Global Service.XDI.ORG currently has one GSP contract in effect:

The XDI.ORG/Cordance GSP Agreement was executed between XDI.ORG and
Cordance Corporation on September 9, 2004.
2.2. Primary and Secondary GSP Policy
The Primary GSP for a Global Service shall be the XDI.ORG contractor with overall responsibility for the provisioning, management, and operation of the service according to the requirements of the Global Services Specifications (GSS). In the case of Registry-based services, the Primary GSP shall maintain the master Registry for that service and make it available both to the public and to each Secondary GSP to mirror as specified by the GSS.A Secondary GSP for a Global Service shall be an XDI.ORG contractor responsible for providing a secondary instance of that service to the public as specified in the GSS. In the case of Registry-based services, the Secondary GSP shall mirror the master Registry maintained by the Primary GSP.
There MUST be one Primary GSP for each Global Service. There MAY be any number of Secondary GSPs (including none) for each Global Service.
2.3. Primary GSP Transition Policy
All XDI.ORG GSP contracts MUST include provisions governing how operation of a Global Service will be transitioned from the Primary GSP to another Primary GSP.2.4. GSP Working Group Policy
If XDI.ORG has contracted with more than one GSP to provide a Global Service, such GSPs MUST form a GSP Working Group. The GSP Working Group shall be responsible for establishing and maintaining such portions of the GSS that affect only GSPs (as differentiated from Registrars or Registrants). Meetings and minutes of the Working Group MUST be announced, conducted, and published according XDI.ORG's purpose and principles for openness and transparency as set forth on the2.5. GSS Conformance Policy
All GSPs implementing a Global Service MUST conform to the GSS. Any dispute over GSS conformance MUST be ajudicated according to the dispute resolution terms of the relevant XDI.ORG/GSP contract.3. Global Service Startup
XDI is an emerging open standard technology that can support a new layer of persistent Internet identity and trusted data sharing services. These services are expected to evolve as the open standards are published and new infrastructure capabilities are needed. XDI.ORG serves the XDI Community by facilitating the development, provisioning, and governance of public services for this new layer. The following policies govern the method by which new Global Services are introduced.3.1. Global Service Proposal Policy
Any entity MAY propose a new Global Service to XDI.ORG. Such proposal MUST be submitted in writing to the XDI.ORG President and Managing Director as designated on the contact page of the XDI.ORG website (http://www.xdi.org/contact-us.html).A proposal MUST include:

The legal identity and contact information of the submitting person(s) and the submitting entity(s). If multiple persons or entities are making a joint submission, the proposal should designate the primary person/entity for purposes of communication and coordination.

A detailed description of the proposed service(s).

A description of the features and benefits the service(s) propose to offer the XDI.ORG Community.

A summary of the proposed specifications for the service(s).

The proposed cost, pricing, and accounting structure for the service(s).

The proposed implementation timeline.

Any special startup considerations.
-
A summary of any special qualifications, resources, or rights possessed by the proposing entity(s).

Any other proposed terms of a GSP contract with XDI.ORG.
The President and Managing Director of XDI.ORG and the XDI.ORG trustees MUST provide a response within 30 days of receipt of the proposal. If the XDI.ORG trustees decide the service merits the consideration of the XDI community, XDI.ORG MUST publish the proposal for public review within 60 days of receipt of the proposal. Notice MUST be published via the XDI.ORG general announcement mailing list, the GSS Comment mailing list, the XDI.ORG website, and any other reasonable means of notifying members of the XDI Community. This notification MUST include a Request for Alternative Proposals that MUST be received within 30 days of the publication of the notice.
At the end of the public review period, if the XDI.ORG trustees believe the service is in the best interests of the XDI.ORG community, XDI.ORG MUST proceed with diligence to review any alternative proposals received; negotiate or request revised proposals as required; select the proposal that best serves the interests of the XDI Community; and negotiate the Primary GSP contract and any Secondary GSP contracts that best serve the interests of the XDI.ORG Community.
3.2. Global Service Startup Policy
Unless otherwise agreed in the GSP contract, within 90 days of executing the GSP contract, the Primary GSP for any Global Service MUST submit to XDI.ORG the proposed amendments to the Global Services Specifications governing the new Global Service. Unless otherwise agreed in the GSP contract, XDI.ORG MUST publish the proposed amendments for public review for a period of not longer than 60 days.XDI.ORG MUST take final action on approval of the proposed amendments within 15 days of the end of the public review period. Upon approval, the Primary GSP and any Secondary GSPs MUST implement the Global Service(s) within a commercially reasonable period or XDI.ORG MAY contract with a different GSP, call for a new public review, or take other action as provided for in the GSP contract.
