Wait List Notification and Preference Service
1. Motivation
This policy specifies how a future version of the GSS will specify a Global I-Name Wait List function. It is motivated by the need to:

Enable an open, free, fair market for Global I-Names.

Ensure first-come, first-served access to Global I-Names for all Registrants.

Ensure the integrity and stability of XDI infrastructure.
2. Background
With a Wait List function, a Registrant who desires to register a currently-registered Global I-Name (if and when such registration expires or is terminated) will be able to register on a Wait List for that Global I-Name. Registration on the Wait List will be on a first-come-first-served basis. When offered, Wait List registration will be available through any XDI.ORG-Accredited I-Broker that wishes to offer this service. The depth of Wait List registrations (meaning the number accepted for any particular Global I-Name) will not be fixed but will be dynamic according to Registrant demand.
3. Global I-Name Wait List Policy
Wait List functionality is not specified in the V1 GSS because the demand for this service needs to be verified first. As soon as market conditions are demonstrated, XDI.ORG intends to specify and implement a Wait List function for all Global I-Name Registry Services.
4. Implications
4.1. Wait List Notification and Preference Service
I-Brokers who intend to offer Global I-Name Wait List service when it is available may wish to offer their own Wait List Notification and Preference Service that enables allow Registrants to: a) subscribe to an email list notifying them of Wait List availability, and b) store preferences about specific Global I-Names the Registrant would like to Wait List. However the specifications for such a service are local to each i-broker and thus out of scope for the GSS.
